Please dress exactly as you would at home, although we would not recommend hot pants! Don't worry a single bit about showing your legs up to the mid-thigh for both men and women. Women need not cover their shoulders, but we advise you to, so they are protected from the sun. Wear a shawl or drape a scarf over them if you are wearing something strappy.
People do indeed sunbathe and swim at Essaouira. It is a windy beach though so is very popular with windsurfers and other watersport enthusiasts and you would need a windbreak to lie in the sun.
